When your bike feels like it has a Scotts steering damper cranked all the way to "hard," and it doesn't, it's probably time to replace the bearings in the neck! It's a simple job. You'll need a few basic tools and your woman to grease up the balls, (her hands are smaller and better suited for this) once lubed just gently slide the shaft into the neck. Bingo bango...your good to go for another round of hard riding all night long.
